To add a new spell via console, you need the form id. This is dynamically updated as more mods are loaded. The only way to ensure you have the right id, is to only load your spell mod for the time being.

 

As for the NPC, you can copy an existing NPC (say, in the mages guild) by editing and giving them a new id and name. You then need to make copies of their packages for your NPC.

 

If no one knows of a tutorial on adding merchants to the game, let me know and I'll get my butt in gear.
