Technically no. The closest you can get is making a new worldspace which uses the same worldspace as a parent, finding the cell you want to copy, selecting everything in that cell, edit > copy render. Then go to the same cell in your new worldspace, edit > paste in place. However things like doors or markers may get screwed up from this, and any change you make to the land will be reflected in both your worldspace and the one you're working from.

 

There are a number of other limitations, the largest being that you once you go beyond that space you worked on, the landscape would be either gone or broken. Something like this really isn't practical for most modding uses, and really isn't something someone should attempt without alot of background and experience with modding in the CS. If you're just learing the CS, it's really better to just learn how to create an area from scratch, rather than copy from world, no matter what the end usage is.
