That's a Windows 10 message indicating you are not running the game as an Administrator. That in turn indicates you installed the game to the default "C:\Program Files(x86)" folder, as otherwise you never need to be an Administrator simply to run a game. (It's a terrible practice leaving you open to malware and other problems.)

 

Please see the "Installing Game on Vista+" article in my signature and move (as in: "uninstall and reinstall") your game out of there. You are only going to have more problems otherwise.

No, I'm on Windows 7, not Windows 10.

I'm pretty sure I'm the administrator. This computer only has one account.

No, I installed it to my D Drive, not my C Drive.

I'm on Win7 as well, but have never encountered that message. So, "something new".

 

Go into the "Control Panel", bring up "User Accounts", and click on "Change your account type". If it prompts you for an "administrator password", then you're "regular user". If you aren't prompted, then you are an "administrator" (admin). It is not a good idea to run normally as an admin. If you are, advise you to create another account with "admin" privileges and then turn your current one into a "User" account.

 

There is also a hidden "superadmin" account. You may need to use this if your account is setup as a "regular user" in order to create a separate "admin" account. See the article "Enable the (Hidden) Administrator Account on Windows 7, 8, or 10". DO NOT RUN AS THE SUPERADMIN Account for routine operations. Only use it when the regular "admin" account is insufficient, and then turn it off again until needed again.

 

If you did move Steam out of the default location, then likely any access privilege problem is one of "File and Folder permissions" on the parent "root" folder under which you installed the games. If this is not set correctly to allow at least "System", "Administrators", and "Users" to have "Full Control" then you can't overwrite other files or make changes. You then need to enable the "Properties | Security | Advanced | Change Permissions" setting of the parent folder to enable the box: "Replace all child object permissions with inheritable permissions from this object", so those changes get applied to the existing files and sub-folders.
