Trouble with edits made to vanilla weapons/armor stats in CK.

Hello, recently I've been attempting to make a small mod that overhauls certain factions in game, mostly the civil war factions. My goal with the civil war aspect of the mod was to rebalance the armor used by Stormcloak and Imperial soldiers to make their armor's stats mirror those of other non-faction types, such as leather, elven and steel vanilla stats and eventually to change how certain pieces were distributed.

 

Now the trouble I'm having is that when I actually go into the game with my esp checked in NMM the stats of the edited armor/weapons are considerably higher than those I had intended.

 

I've tested this on a new game, so all skills at the minimum and no perks and the stats still seem disproportionately higher than the base stat changes I made in the CK. For example, with the "Whiterun Guard's Armor" I changed the armor rating to 29, however in game it shows up as 38 even on a level 1 charavter with a 15 light armor skill.

 

The only mod aside from this that I have installed is USSEP (thanks a million to Arthmoor for this godsend). So my question is, what am I doing wrong here? Or is there something I'm simply missing in regard to how editing stats works?
