Be Exceptional

I have installed Be Exceptional properly and it has worked in the past but since I transitioned from windows 10 64bit to windows 7 64bit it no longer seems to work for me. Whenever I press T after gaining enough experience FO4 crashes to desktop. Disabling the mod, and all mods, doesn't seem to do anything as I will start a new game in vanilla and it will still ctd. I'm not quite sure what to do at this point, I will post my load order below. F4SE and the mods are all up to date.
