I wanted to suggest, if not really ask, if someone would like to tackle the issue of making this a new race, since im no good at modding. I have seen this topic before, but i think that it is 4 years old, and i wanted to rekindle it. I would love to see this Project come to life, so im putting this here as a suggestion, since i hope a modder with time in his hands will pick this up.
