Cell not loading and equiping binded weapons makes errors...

Hello guys, first time here on the forums but I'm here for help, has anybody experience that when going into cells like for example the Lucky 38 presidential suite after the loading screen makes a black screen for like 5 seconds and when it disappears, all you see is just blank and some parts of the cell like a lamp and items falling to the floor and respawning below your feet. Here's my load order for any major experts that would help me further:

Please provide ALL the information requested in the wiki "How to ask for help" article. Don't forget to identify things that do not appear in the "load order", such as NVSE and it's related plugins, texture replacements (specifically their larger image sizes: 1024x1024, etc.), and "post-processors" like ENB or SweetFX.

 

Your problem sounds suspiciously like "too many plugins", but your list isn't that long. However, I note you "summarized" some entries; such as "DTO.esp(with all compatability patches and additionals)". FNV's "plugin cap" is roughly 130-140 plugins, but it varies depending upon your system. An accurate count is needed. The easiest way to get that is with LOOT.

 

We REALLY need to see your sorted "load order" as produced by "LOOT"; to include the main game and DLC files. With modded games, its the sequence, not merely the list of mods, which is the cause of many problems. LOOT's sort gives a good first approximation, correcting the most obvious issues and is sufficient for most players. Instructions on how to copy it's list for posting are in the "How to ask for help" article, and "Checklist Item #11' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

Please see the paragraph about "auto-saves" under the 'Essentials for Getting Started' section of the wiki "FNV General Mod Use Advice" article. If you have been using the built-in "auto-save" feature and you get the endless "roulette wheel" when loading a save game, then your current save game file is corrupted and you will have to either go back to a save before the corruption occurred (hard to tell) or start over.
