Quest(s) glitched, game-breaking if I can't figure this out

I am playing FO4 again after taking quite some time off. Basically, all the time from when I considered it unplayable (or maybe "Unenjoyable" would be more accurate, since I don't enjoy having to shoot a raider fifty times to put them down) in vanilla until I figured there would be a lot of good mods available. And there are! Yes!

Here's the problem:

The BoS airship, whose name I will probably badly misspell, appeared before I even rescued Nick Valentine. I was at one of my settlements and a message popped up about "Listen to Military Frequency AF95" or something. So I did. It's Danse, recalling all Brotherhood personnel to the police station. I figure now is as good a time as any to join the Brotherhood, so I head out. Join up. Immediately talk to Danse again, he says go to the roof. OK, no problem, we get on the vertibird and head to the airship. Arrive, Danse moves to the center walkway and starts talking to someone that's not me. I figure he's on the radio. Quest objective changes to "Talk to Kells (or Kellis, whatever)". Well, I doubt an officer is going to be swabbing the deck, and the only one out here is swabbing. So inside I go. End up in the front room with glass walls, there are six BoS members there. I try to talk to them, they say something like 'Shut up and listen when Maxson is speaking'. Quest objective is showing...behind me? OK, back outside. Go to the marker...no one there.

Reload. Try again. Several times. Always the same.

Reload. Let's try following the main quest a bit.....

Rescue Valentine. A few other odds n ends (upgrading settlements, just running around killing stuff, experimenting with how I like certain weapons, whatever).

Start quest about Kellogg. Blah blah blah, go to Ft. Hagen, kill Kellogg, collect the pieces, look at computer, etc. Go back to talk to Valentine (and YA BONUS I get to listen to idiot Piper run her jib). He mentions Dr Amiri in Goodneighbor. Get the message that "Reunions" quest is complete.

Then nothing.

Head to Goodneighbor after telling Nick that I'll keep Cait with me and meet him there. He's not there. Doc won't talk to me.

Reload game.

OK Nick, this time I'll take you with me.

Goodneighbor.....nothing.

"Dangerous Minds" doesn't even start. All I get is a quest about the girl up north who ran away to Far Harbor (haven't gone to Far Harbor yet this time; new computer, new install, etc, played that DLC on my old system).

I try using console commands to get the quest to start. No dice. (I should point out that console commands have been very buggy/uncooperative for me. Never had this problem with FO3 or NV but sometimes collision simply won't turn off, or I tgm so I can fast travel to dump all the stuff I just picked up back in a workshopand I have to go into my inventory, unequip my weapon and then immediately requip it to get god mode to work).

Obviously the game is modded.

I'd *really* prefer NOT to have to restart, since I've got something like 130 hours into this, have already completed most of Nuka World (just have to decide whether to raid the Commonwealth or kill all the raiders and free the people), somewhere around 58th level, etc. Yes, I explore a lot. And get into random encounters a lot. And I've built a lot in my settlements.

Anyway, I'll attach a copy of my load order, maybe someone knows a mod that's causing this. (I doubt my order is ideal. It's been a while since I played any Fallout games, and while I tried to follow the load order guide I found on Bethesda.net, I probably got more than a few things in a place that isn't ideal.)

If a mod isn't causing this, and someone knows a workaround (keeping in mind that command console only listens to me when it feels like it), please mention it.

Ok this is weird but it suddenly started working. I loaded a save in Valentine's office, went thru the dialog with Nick and Piper, and the quest started. Finished "Dangerous Minds" without any glitches, "Glowing Sea" started fine and I'm in the process of doing that one now.
