bben46
Before buying a new disk, try this site for repairing the old one.http://www.mcgee-flutes.com/scratches.html

bben46
Does it work without OBSE? If so, try downloading and installing the newest OBSE 0015. You may also try reinstalling Oblivion using the new disk.

bben46
It has something to do with the rendering - If you can't run after reinstalling there may be a problem with your new disk.
tnu
alright apperently i may have my moniter plugged in to my motherboard instead of my Graphics card
DrIstvaan
And do you have an integrated graphics card? If so, it may be waaay too weak to handle Oblivion (I know how non-gaming-oriented built-in GPUs are) and then plugging your monitor into the VGA you use for playing games is indeed a worthy try.
