[LE] Automatic Bullet/Arrow Time?

Has anyone had any success with achieving an Automatic Bullet time effect for ranged weapons - bows/crossbows etc?

I am aware that Better Vampires mod achieves this, but only for melee attacks.
When looking for possible events I could bind to - in order to trigger the bullet time effect, I came across

My only concern is that if I bind to an event like arrowDetach

 

This would effectively slow time as soon as the arrow is launched.
Which might be too soon.
If an enemy is 50ft away, and time slows to a stand-still - then the timeslow effect could end before the arrow gets anywhere near me.
I would ideally like the arrow/bolt to get reasonably close to me, before the time-slow effect kicks in.

I am just wondering if it would be possible to stagger the time-slow effect - so it is not instantly engaged at full strength.

Eg:
Arrow Launches - 25% full strength

Arrow Launches +1 seconds + 50% full strength

Arrow Launches +2 seconds + 75% full strength

Arrow Launches +3 seconds + 100% strength

Arrow Launches + 5 seconds - 0% strength

 

This way the arrow would be given a little bit of time to travel, before getting stuck in air.

In any case - If anyone has accomplished an 'automatic' bullet time for ranged weapon/projectiles - please let me know.
