Scap Everything not working?

I was using the mod scrap everything on a recent playthrough. I was able to scrap pretty much anything anywhere in the world. However, after removing some mods and ensuring this mod is last in the load order I can no longer scrap everything. Any ideas?

I'd check on patches to Scrap Everything, as there is an Ultimate Edition patch, so Id make sure I have that. Check my "Need some help and issues with some tools" (or titled close to that) page 2, near the bottom for a good load order, though I also have Spring Cleaning in the mix (those two can work together to help clean things up, just add the needed patches).

Nothing was removed from Scrap Everything, and the ini edit is a function of the base game. If the ini edit isn't working, then something is broken with your game. There is no way a mod could stop the ini edit from working if the ini is being used. If the edit is in Fallout4.ini or Fallout4Custom.ini, it will work regardless of what mods are loaded. If the edit was added using Scrap Everything, make sure your ini is named the same as the mod (so if you are using the ultimate edition, your ini should be called Scrap Everything - Ultimate Edition.ini).

I am using the correct .ini for the version I am using. Do the ini edits need to be in both the Fallout4.ini and Fallout4Custom.ini as well. The only 3 edits I should have are...

You shouldn't need them in the other inis, though you might want to make sure those lines don't exist with a different value in those inis. It wouldn't hurt to add them to the fallout4custom.ini though, in case your game is for some reason not loading the Scrap Everything - Ultimate Edition.ini.

 

Those are the correct ini edits, so I don't know why you would be unable to scrap outside of vanilla bounds. With those ini edits, your load order won't matter, as long as those edits are being used you will be able to scrap things anywhere you have a workbench.
