Fallout 4 Object/NPC Load in problem

Hello, i've had this problem for months now and i can't seem to get rid of it. (even before switching GPU)

 

So when im just wandering around outside i see buildings/cars/npcs sometimes even roads pop in when im right next to them.

Also i know im using TCL in the video, But it happens the same as when im not using it.

 

I've tried uninstalling all mods

Lowering graphic settings in launcher

Deleting the .ini files in documents

Deleting and then installing game to another HDD

(The video is after the reinstall of game, pure vanilla run through game launcher.)

 

System specs;

Graphics: GTX 1080 8GB

CPU: Intel i5-4690

RAM: Corsair Vengeance Pro Series 16GB DDR3 2400 MHz(Run at 1600Mhz)
OS Running from a Samsung SSD 240gb

Game running from a Seagate BarraCuda 2TB 3.5inch Internal HDD

Also sometimes when im running around my character stops sprinting and then goes into a load screen,

Problem is fixed ;; if anyone else has this problem -

 

Disclaimer: Will affect game performance, memory usage and loading times

 

Go to Documents\My Games\Fallout4

 

open Fallout4.ini

 

change uGridsToLoad=5 to uGridsToLoad=7 or 9

 

change uExterior Cell Buffer=32 to Exterior Cell Buffer=64

 

then go to Fallout4Prefs.ini

 

Search for uGridsToLoad=5 and change it to uGridsToLoad=7 or 9 (make sure u change it to the same number as the other file)
