Forcing a NPC to approach player and start conversation

Hi,

 

Trying to make Highwaymen to ambush people and demand gold. For this to work I need to have them approach the player and start dialogue. Any clue on how we force it? Attacking the player is easy, can be done as part of the spawn command, but I need to them to talk first. Any help appreciated.
