Creating An Inn Keeper

I've been trying to get an NPC to rent rooms but I am missing something.

 

I've read that it needs dialog and/or aliases or something.

 

I've copied from several vanilla inn keepers and I thought I had everything that's required....Bed to link to, a few factions created, a vanilla inn keeper script added, and so on.

 

Are there other things, like dialog and aliases you have to create to do this?
