Something in my load order is causing skyrim to drop to 5 fps

Something in my load order is causing skyrim to drop to 5 fps making it unplayable.

 

My system specs are:

 

Intel® Core i5-7400

Gtx 1060 3gb

8GB RAM

 

I'm using Project ENB, I clean master files with TES5Edit and sort my load order with LOOT
