Is there a limit to Mod size?

For a long time I have tried to teach myself game programming so that I can develop my own games, but all attempts produced results. I recently found Modding Skyrim to be quite easy, and while it is not exactly creating my own game, it does allow me to create something from my own ideas and story and put it in a game setting, even if it isn't my own.

 

My question here is whether or not it is possible to create a Mod similar to "The Shivering Isles" in Oblivion? Grand in scope: New land to explore with loads of new dungeons, NPCs, quests, etc. I have barely touch the surface of what the Creation Kit has to offer (created custom NPC and made a small dungeon).

There is probably no technical reason preventing you from creating a mod the size of Shivering Isles. However I would advise that you start on something much, much smaller.

 

Start with a basic dungeon to familurise yourself with the CK building tools, then add a basic FedEx quest to it.

 

Creating something along the lines of Oblivion:SI will take literally hundreds (if not thousands) of man hours.

That's my plan so far. Start small, working on a dungeon here and there, maybe a small town. Throw in a fetch quest here and there. And while I'm working on learning the tools, outline and design the larger project. While I don't see me finishing the project anytime soon, it's not like a strong community like this is going anywhere.
