Used to have a mod for oldrim that took care of it but the description is somewhat vague on the actual changes and simply states that it puts dwarven armor between steel plate and orcish. https://www.nexusmods.com/skyrim/mods/14594/I propose a simple, full stat profile swap between the steel plate and dwarven armor sets.
