CTD only at FellGlow Keep

If anyone is willing to help or could spot an issue it would be appreciated, on my most recent play through i have been doing the college of Winterhold quest line and started the quest "hitting the book", no matter how i try and get to Fell Glow keep it will instantly CTD, the only way to enter was to COC into the keep, but i am unable to walk anywhere near the area which is troublesome for just wandering skyrim. i have tried this on clean saves and current and it will crash, i can only assume it is a mod conflict or load order related. load order is posted below. thank you for anyone willing to help.
