Basically you get to a stage in a quest where you have to do something, but something is missing, which prevents you from getting any further. The thing that fixed the problem in the end for me was using a combination of console commands that another user told me about. I'll try and apply what he taught me to help you. Check out this page:http://www.uesp.net/wiki/Skyrim:Diplomatic_Immunity This will tell you everything you need to know about that quest, plus the list of stages that you might need. Try using "getstage mq201" to find out the stage of the quest your on, then using "setstage mq201", to put yourself onto the stage AFTER you've entered the Embassy maybe. Since your in the "carpark" (if you can call it that), I'm assuming you've already got the "disguise" and the invitation in your inventory, which means you should probably be on stage 40 of the quest, so "getstage mq201" should give you "stage 40" or something like that. If so, try setting the stage to 50 ("setstage mq201 50"), then talking to the bouncers. I dont know if this will help, but it did in my case, and I thought I'd never get it fixed!
