NPC's won't initiated diaglogue

Hello everyone, I have a problem where NPC's who are supposed to start dialogue with you will not start it, just stare at you and won't say it. Some of these problems can be fixed by talking to them yourself or usingt the console, but I have encountered one where nothing I think of works. -MINOR SPOILERS POSSIBLY- It is when you are on the side of the legion going into hoover dam, in Oliver's compound. When you walk in he is standing on a ledge above you with two vet rangers. He should start talking to you, but in my case he just stands there and stares. Using console commands, i've tried to start dialogue with him myself but he will only say Hello. This also happens in other cases of NPC doing the same thing. I even tried disabling all my mods to fix it, but not even that worked. Does anyone have a fix?
