Plz help me, Enemy non-hostile ?

I dont know why but it seems like all the NPC' s combat mode is gone somehow ( Vampires , Bandits, dragons, city guards ... ) they wont attack me @@. When i attack them, they just simply draw the weapon then ignore like nothing happen. This bug is really annoying, affect my gameplay badly. But worst, i cant find any solution, every topics i found ends up with everyone complain bout this bug but no Solution after all :(

So plz help me out if u guys know about this stupid bug and how to deal with it, Thank u so much!!
