Random freezing issues

Hello there,

 

I have been working to solve this problem for about a week now and I am coming to the conclusion that I need outside help to determine the issue with my game. I have both cleaned the master files, as well as ran LOOT and done nothing that would compromise my save files such as uninstalling or installing mid save-game. Any suggestions or next steps would be wildly appreciated. I have noticed that when I exit buildings or attempt to use the carriage, I come across an infinite loading screen in which the game continues to play music, but will never move on to the location. This happens about once every 15 minutes, and never in the same location. Whenever I restart my system and load up the game, I can typically exit or travel and do not have any issue with any specific loading screen.
