how to access textures from steam

Download the FOMM(check the fallout site), now with that tool u can open the BSA files, where the textures, meshes, voices and more are packed, u can check the wiki section here in the nexus for tutorials, gl.

First you will need a .bsa unpacker. There are several to be found on the nexus, or you can use the fallout mod manager to unpack the .bsa. You will get your textures from 'Skyrim - Textures' located in: \Steam\SteamApps\common\skyrim\Data. Once you extract the textures they will be in .dds format. I am not sure if photoshop is ready to edit these out of the box, but if it isn't you can quickly find a plugin to let it.

That is very strange. Are you sure you are trying to open 'Skyrim - Textures.bsa' with FOMM? If it is actually a problem with the bsa files than you could try use steam to verify integrity of game cache. Also I suppose it would be worth asking if it will let you open anything in the Skyrim data folder or is it just the texture bsa giving you trouble?

Unpack, as mentioned above, Skyrim - textures.bsa.

 

Navigate to the thing you want to edit. Open the .dds in Photoshop. You will probably need this: http://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop (you'll definitely need it to save your file as a .dds).
