Help DRAMAN Mod

Hey guys i made a Mod, That Adds new Creatures Called Draman, They are Skeletons Half Human and Half Dragon.

I Created A new Leveled List for them, And Added More than 200 Of them to skyrim

There Are Draman Variants: Force, Fire, Frost and Master.

Force, Fire and Frost have the same Name But are different in size and skills.

Force should show up on level 40

Fire and frost on level 50

Master on Level 60

 

The Problem is:

 

They don't appear.

but when i set them to show up when the player is level 1, then they appear normaly.

 

I don't know what is wrong, Maybe they take time to show up or something else. like i said, i made a new leveled list for them.

There is More info about them(locations, powers, etc...) Inside the File.
