Editing difficulty name and description

I've created a mod that affects the difficulties, and I'm trying to alter the titles of the difficulties aswell as alter the difficulty descriptions.

 

Does anyone know where the files that have the titles and descriptions are, and how to edit them?

I've discovered the .tlk file with all of the text, and I've found an editor that works, but the only way to get my changes to work in-game is by modifying the original file, not using an override.

 

Does anyone know how to get this edited talktable working as an override, so I can just change the two things I want and leave everything else alone?

 

I'm trying to get it working regardless of the game version or DLC that is installed.
