LE Every Attack a Power Attack

Could someone make a spell/power than turns all your melee attacks into power attacks? So upon activation, for 30-60 seconds your regular weapon strikes will deal extra damage AND bypass shield block.

 

To balance it maybe it could have a long cool down period, maybe usable only once a day.

 

Anyway, that's the idea. Thanks in advance to any modders who decide to give this a try!
