Trouble with "Bare Minimum Plugin Creation"

I'm referring to the tutorial found here:

I'm trying to do this so I can become more familiar with adding items to the workshop menu.

 

For the purpose of the exercise, I'm suppose to use the FormID for SettlementKeywords.esm, but I'm using Settlement Keywords Expanded, and its FormID is "NULL - Null Reference [00000000]."
