Horizontal lines in terminal displays (like horizontal scan rate?). How to disable?

Every 5-10 seconds, a horizontal line passes the terminal screen from top to bottom. How can this be removed? Is it possible to change this via ini file or through the CK? It looks funny, but annoying.
