OpenMW?

Sorry for this belated response, but I must add that OpenMW's stable engine has proven to be the only solution I've found that resolved the constant CTDs I experienced with my Steam-version Morrowind (and I've tried many.) Also, its multiple data directories makes installing/uninstalling and testing mods incredibly simple, even for a muggle like myself! Anyway...

From the OpenMW FAQ:

OpenMW is a free, open source and modern engine based which reimplements and extends the one that runs the 2002 open-world RPG Morrowind. The engine comes with its own editor , called OpenMW-CS which allows the user to edit or create their own original games. Both OpenMW-CS and OpenMW are written from scratch and aren’t made to support any third party programs the original Morrowind engine uses to improve its functionality.

Also, between the official releases there are regular nightly builds with which to constantly update your installation.

The only downside is that it doesn't presently support third party programs such as MGSO, Wrye Mash, MCP, MGE XE or MWSE, although many of their features have been/are being/will be implemented in future versions.

Many of [MCP's] features have already been either added to OpenMW or simply do not apply because the from-scratch nature of OpenMW never produced that particular bug in the first place [...] and some of OpenMW's features already surpass some of MGE's and MGE XE's.

But it's still a WIP, but with many talented developers committing their skills into its development, hopefully post-v.1.0 will bring many more tools like the OpenMW Levelled List Fixer; and inspire more modding guides like Modding OpenMW: A guide to modding and modernizing Morrowind with OpenMW and An OpenMW-friendly guide to installing S.T.E.P.
