NPCs won't take my money.

Hello guys,

 

please excuse me if I post something obviously wrong or "nooby", I never do forums and this is my last resort (I don't like bothering other people).

 

My problem is following : after killing Grelod the kind as a part of the Innocence Lost quest, I went back to Aretino boy and talked to him about completing the quest. But he never gave me his family hierloom. This branched off, in my understanding, to other transactions in the game. I went to an inn to rent a room and trigger the Dark Brotherhood quest but I couldn't pay for my room. Also, the courier who was supposed to deliver the Mysterious note to me never showed up, no matter how many times I tried fast traveling or sleeping.

Soon after I realized that I couldn't use the carriage to travel to an undiscovered Skyrim capital.

 

I tried reloading, trying different saves, nothing seems to be working. I also tried using the Script cleaning tool from Nexus, but it just said that everything was in order.
