Is it possible to adjust head sizes?

I wanna make a couple of small races.

You can adjust the entire body but the head adjusts with it and the results are horrible. They just look like mini-people.

The heads need to stay close to the average size while the body gets shorter and stockier.

 

How would one go about doing this?

Helmets are irrelevant. I'm a clothy. Awesome sneaks don't wear armor. A sneak in armor is a sneak expecting to be seen! Lol.

 

What programs would I need to do this?
