Loud, looping wind sfx originating from banners/cloth in the environment

There are certain banners and hanging cloths in the game that seem to have an unbearably loud fluttering in the wind sound that is twice as loud as any other ambient noise and is on an incredibly obvious 2 second loop. At first I assumed it was mods, so I uninstalled little by little until I had nothing left to uninstall. Wiped my INI files and let the launcher create defaults but nope, still there. I even tried with a brand new download of the entire game from steam with only SKSE, USSEP, Alternate Start and sure enough it was still there.

 

The places I've found it in so far are admittedly only in modded areas (Dawn of Skyrim's Riften and The Haven's Haven from The Haven From The Cold and The Dark), I'm mainly just wondering if anyones encountered this themselves at any point. It seems I can just lower the ambient sound slider to make it more bearable but that's not an ideal option.
