How to use Patrol markers?

This is actually a two-part question. I am curious how often mod users will duplicate cells in their mod if they were creating city type mods. I created a mod where I have added 9 player homes one is each hold. Rather than make 9 different plans I simply duplicated the interior cells until I had 9 different cells. I did this with my draconian home. In Fact, they used the same interiors as the player homes. For the Amazons, I simply duplicated a cave cell. For animal caves, I made a cell and duplicated it for each animal and each hold. I am planning to do that for other factions as well. I figure guards, police, inquisitors, coast guards are all going to have simple barracks where they would relax, eat and sleep. Inquisitors would have special items that the other would not have but those are easily added. I am curious if this would be a common action that mod makers would use as I understand Bethesda does that as well.

 

If I want my NPCs to attack a castle and to act like they are clearing it out is this a great use of patrol markers. For example. Let's say I want my bandit hunters to clear out a Draconian fortress. I would want them to attack the outside ramparts first after all draconian were killed they would then go into the draconian crew quarter and eliminate draconian found there and then they would go into the prison level and defeat any enemies that are there. then after they let out prisoners they would go home.
