I think that could be done with a script, but I don't know exactly how. Marxist ßastard, Lord of Cheese, WHERE ARE YOU?

Simple. Make a new enchantment and apply it to a piece of clothing. Put it on the character. I have level 80 characters who I like to battle with my evil NPC's of wild destruction. There's one guy who has constant restore health 4 points, and throws alot of frostballs at me.

You could put it on clothing or armor, but if you killed him, you would be able to wear it yourself, so if you made a shirt that restores health 10pts CE, you would ruin your game, and I suppose you don't want that  . Ignore my last post   , all you have to do is this: Open up the CS, and double click the NPC you want to edit. Go to spellmaking and create an ability with the spell effect you want the NPC to have. Then drag your new ability to the NPC. Or just drag an existing ability to NPC.

I hope this isn't too confusing.

I dont want the actually spell to effect the person. I just want the look of the spell to run around with the person..

Example.

Your at the final boss of a 20 level Dungeon Crawl. I want to make him look somewhat unique. So I want to add some spell effect to him. I want nothing to effect him, expect the fact that whatever effect I use, appears around the NPC at all times.

So if I want the purple swirly dots from the Vampire Touch(Think its that) to follow the character, and always active on him(besides the actual effect of the spell). How would I do that?

you would be best adding a partical efect to the boss in question through modeling

other than that you could place the spell efect at the location of the baddy and have a script that will move it to folow him this is however tediosly boring and horably time consuming if you know a modeler i would tell em to make you up a custom boss with partical effects... but then i been hanging around with alot of modelers :)
