PsxMeUP Posted May 7, 2012 Share Posted May 7, 2012 Simple: 1) Closest to have a merchant to the entrance, and the merchant isn't inside, so no extra load times.2) Many other merchants on one virtually straight street, including an alchemy store.3) House on that very same street.4) Numerous pivotal quests happen in Whiterun.5) Close to a giant plain with plenty of easily discoverable locations.6) City isn't a cluttered maze like Windhelm, so it's easy to find any location there.
