Hitting the Books Bug

I've been having issues with the College of Winterhold quest, Hitting the Books (MG03). I've been trying to use console commands to bypass it, but the game seems to almost ignore that the quest is there. All setstage commands fail to actually modify the quest's stage when checked with getstage, and the startquest command fails for this particular quest. I can complete the quest, but it doesn't move the orb to Winter Hold, so I'm concerned that it may end up breaking another quest down the line.

I've optimized the load orders with Loot and cleaned everything with TES5Edit as needed.

I have various mods, but I've tried disabling them (to the point of disabling everything), but it didn't fix the issue.

Is anyone familiar with a fix, work around, or mod that fixes this issue?

This is somehow related to having Faralda as a spouse and/or companion, since it worked fine in the test game I tried out before that happened.
