Help, Dragonsreach infinite loading

I can enter Whiterun just fine, but whenever I try to enter Dragonsreach I'm waiting until Windows closes my game. My load order:

I'm using LOOT and I have made absolute sure that every single mod that LOOT warned me about has been cleaned, which means there is 0 errors, and that my problem is a load order issue. Also my specs:
