Content is seperated into group types then each group has a certian form. Weapon is a group an inside that form are a few blocks set aside for the weapon sounds. This is how you would find the name of the sound, because sound is also a group which has it's own form. So find the weapon first, then look at it to find the sound. It would be most easy to do this in FO3 edit because you could Ctrl click the sound in the weapon form an it would take you there. Then you would know the name of the sound as well as which mod it's located in.

 

From there you would use GECK because in this case it's more accurate. Open GECK, click the file folder icon, look for the mod. If it's a .esp then checkmark it an set it to active, then load. After it loads up type the name into the object window on the upper left, then double click it when it comes up. You are only working with the attenuation slider. 0.0 means the raw sound input is being used, and the more you move to the right away from 0.0 the more quiet the sound becomes. Set your volume to what you play the game with, then move the slider to right. Hit okay, then double click the sound in the object box to open the window again. This is because it doesn't instantly refresh. You have to close the sound editing window an open it again. Once you are there hit play listen, repeat. If the mod is a .esm you can't edit it with GECK, but you can still change the attenuation number to see what you need, then copy that number, use FO3 edit to manually edit the .esm with this number.
