no new mods , started new game, backpack jetpacks brkken

I haven't installed new mods since the last time I played. Now all jetpacks not on power armor push down, not up. I have jetpacks FAO, the SA IV armor (which has it's own jetpacks), and jetpack overhaul installed. These are the only jetpack mods i have. They have all been installed for months and no issues. I have no clue what broke or how to fix it. The most recent mod I installed is a follower (Vermillion Frost) a week or two ago, no issues with the game. I have Steam offline so Fallout 4 can not update. I'm perplexed.. ideas? I have tried re-installing the jetpack mods.. didn't work.
