Skyrim enchanting itmes?

Okay for some reason.... I have my items enchanted for fortify alchemy and smithing so i can have the best bonuses on my best armor.

 

basically the helm, ring, neck, and gauntlets with chest as smithing...

 

Now... with a potion i only get 23% max... and normal is only 20% has anyone had this problem before?

 

I read that i should get 25% normal and i can get like 32max with potions... idk what i am doing wrong i have all my skills perks for alchemy enchanting and smithing but yet i still dont get good percentage.

I've noticed some inexplicable variance in potion strength the odd time, e.g. recently my fortify enchanting potions got weaker despite having increased my alchemy skills. I think the problem might be that sometimes the game doesn't recognize when your char has "fortify" type clothing/ armour equipped.

 

I first noticed this recently when I saw my carryweight was lower than it was 5 minutes earlier, but it snapped back to normal when I unequipped then re-equipped a piece of "fortify carryweight" armour I was wearing.

 

Maybe that's happening with one or more pieces of your fortify alchemy clothing items while you're brewing your potions? Like I said, if so, it's easily fixed by unequipping/re-equipping. (Should be able to tell if that's the problem through the "magic effects" in UI, though, sigh, that doesn't always work either - known vanilla skyrim bug. The actual skills menu should be accurate though.)

There is a known "bug" in the game regarding boosting Sneak above 100 in which the additional ranks above 100 are subtracted, rather than added. I think it affects Pickpocket, as well, at least from some reports I've read. Perhaps it affects other skills that are buffed beyond the developer's intended cap of 100 for skills. Is your skill level, with all intended bonuses, above 100? If so, this is probably what's happening and it's not really a bug in the sense of unintended behavior on the part of the game. It's actually a "feature" intended to prevent skills from increasing above 100 in Fallout, so I doubt it's any different in Skyrim.
