Stopped gaining XP from completing quests (Oblivion XP)

So apparently somewhere around level 16 or 17 i no longer am gaining experience from completing quests. I still gain experience from killing enemies or reading books. I tried loading an old save game where I was lvl 7 and then I did gain xp from quest, so this cant be something in the ini. Im also running FCOM and Travelers of oblivion and some other minor mods.

Which OblivionXP are you using, the original or the update?

Ok I installed 4.1.9 and now I gain xp but for some reason I also regenerate 2.5% of my max hp every second...this ruins the game. Any idea why this is or where i can change it? theres nothing of this sort in the active effects This also happens when I make a new game, I dont regen when enemies are attacking me but once they stop I regen.

Ok thanks, thats fixed now, but i still dont gain experience for some shivering isles quests. I gained xp for "rebuilding the gatekeeper" even though there was no popup at the lower left corner of the screen "completed quest" etc and no popup in the middle of the screen stating the stage of the quest as the end stage. I get neither of these popups for the helpless army either but also no experience.

I did however get experience and both popups for master training quest which i previously didnt.
