Looking for modder to make plasma weapon and power armour

I have tried my very best for a long time to learn using Nifskope, Blender etc. to build new weapons in Fallout, but my natural talent for such things just isn't there, I cannot for the life of me get anywhere with it.

 

So, I am looking for a modder with the knowledge to put new models together from existing pieces, to make a plasma rifle and power armour based on some ideas I have. I think there is a severe lack of powerful end-game grade plasma weapons compared to conventional firearms, and the armour is something I imagine others would appreciate as well.

 

Knowing how to change colours on the glowing bits on energy weapons, and slightly altering projectile graphics would be a big plus. PM me if you're interested in hearing the concept of the gear.

Well, the reason I didn't want to initially post the entire description of my concept was, I was honestly afraid a wall of text would automatically deter anyone interested. Also, I worry that parts of the request will be difficult to explain without some illustration of where and how to modify/cut up which models.

 

But, I will do my best to give general outline of my ideas. One thing important to mention is that the ideas are inspired by and for use with a specific character of mine, so for example, the weapon has to look insanely big even on a 1.1 scale person in full power armour. And by big I mean including the buttstock be around his height and wider in diameter than his thigh in armor. For this reason, I’m thinking I need someone who knows how to up-scale the weapon parts to build it from

 

I realize some of the ideas require permission from other mod authors, and I will of course ask them before going ahead with those concepts. I also realize lifting assets from Fallout 3 gear presents a potential legal issue, but I legally own the full version of every Fallout game and plan to play TTW, so if this requires some restriction or detection criteria be put on the mod files then no problem.

 

The gear is supposed to be the culmination of knowledge and parts gathered throughout an extensive playthrough, by an individual who is a scientific genius, scavenger and master survivor, a heavily mutated man who absolutely thrives in the wasteland. He has a fascination and quasi-religious infatuation with atomic power and plasma energy. As such, is has to look very high-techy and powerful, but also have a gritty feel to it, as opposed to looking like something that came fresh out of the Big Mt. for example.

 

I'd like for both pieces it to have loads of glowy greens parts and displays, to really scream POWER and ENERGY. Also, PLEASE, no asymmetry, I can't stand it. And not just as in it's a pet peeve and a slight annoyance, in all probability I have OCD and am getting tested for it, so PLEASE I BEG of you, avoid asymmetrical design.

 

Below are my ideas and thoughts on it, but I would absolutely appreciate the creative input of others

 

The Weapon

 

General Outline

 

  • ULTIMATE plasma powerhouse weapon put together from pieces of all other energy weapons
  • Loads of green glowy bits, tubes and wires everywhere, has to look like it’s storing and using a TON of energy
  • Fit better with the “highly advanced and slow but super powerful” description of plasma weapons, including a bigger projectile than standard plasma shots
  • Be MASSIVE and BULKY even for a scale 1.1 character, but be a rifle design, not like a gatling or shoulder-carried, since those designs are only really practical for someone defending a base or patrolling an open landscape

 

Detailed Description & Specific Ideas

 

So like the original post says, I think there is a severe lack of nice high-end plasma weapons. The idea actually came of my dual love for Fallout and the Command & Conquer franchise. I think plasma is somewhat underwhelming in Fallout, especially when it comes to its description as slow but powerful, and the fact that it's generally presented as being maybe the best weapon tech not counting WMDs (only used by Enclave who are said to have even more state-of-the-art gear than the BoS who only use lasers, how rare it is, and how super late-game it was in FO1 and 2). If you look at C&C's representation of plasma weapons, I think this description is spot-on. If you've never played C&C, I urge you to try and find a clip of Tiberian Sun's Cyborg Commando in action.

 

So essentially, what I want help creating, is the ultimate plasma weapon. A gathering of parts from all of the games energy weapons into 1 super-weapon, shooting large, slow balls of plasma. Something that looks awesomely powerful and whilst hard to hit with, you know if you take a direct hit you're dead, that's it, you're drops of goo splattered all over the neighborhood. Like the energy equivalent of an oversized warhammer. HOWEVER, it HAS to be a rifle, I find that both in terms of gameplay and general logic, rifles are the best and most versatile weapons. Guns like gatlings and plasma casters are well and good when you're in an open field, but in narrow spaces or from cover in an urban setting, they're cumbersome and near useless. This is a weapon for someone who explores vaults and city ruins at every opportunity.

 

Thoughts on building it:

 

- A shaky charge-up when firing, like on the Pulse Gun

 

- Buttstock of the Sniper Rifle, with a wire going from the bottom of the grip, to a cylinder at the back of the hollow part of the stock. Then a thin wire going from the top of the cylinder through tha narrow gap in the middle of the stock, to another cylinder or other techy bit. Also one or more wires on top of it going to smaller cylinder on the top front of the stock. Essentially a fusion of the Multiplas and Sniper stocks. Maybe other parts on it too, like some more wires and maybe the exposed circuits from the AER 14 Prototype.

 

- Not entirely decided on the first part of the main body. Was thinking using the body of the Plasma Caster with HS Electrode and/or Sprtel-Wood 9700 to get a beefy start so to speak, and putting some glow like those glass tubes at the back of the Recharger Rifle on it, those big thick wires from the Plasma Rifle main body, and the side-mounted plasma tubes and pistons of the Q-35 Matter Modulator. The glass tubes would light green when charging up and firing, like on the Recharger Rifle.

 

  • Maybe putting the screen from Mercy on top of the main body at the back, to make it look like the weapon is giving a readout

 

- Was thinking of modifying the plasma pistons middle part, the main rod so to speak, by putting the green barrels of the Sprtel-Wood in their place. So that the thin part in the middle is actually the Sprtel-Wood barrels. Will illustrate if unclear.

 

  • A SEC terminal somewhere on top of it. This isn’t ammunition, but powers the weapon itself

 

  • The bits the Compliance Regulator has on top of its barrel put on top of this weapon somewhere

 

  • Maybe the grip of the Compliance Regulator, with a wire from the round bit at the bottom to the stock like on Plasma Rifles

 

- After first part, all or parts of a Plasma Rifle main body. Maybe some wiring and cylinders from the Plasma Pistol from this to the next part, and those tubes/rods from the top of the LAER put on top of the round body of this part. Have though of putting those ridges from the end of an upgraded gatling laser around this part too.

 

- Then, the main middle glowing "tube" of the prototype Tesla Cannon, with the lightning changed to a strong plasma green glow. The handles and bars all removed, the holes/windows from the side of the normal Plasma Rifle put on the flat metal bits at each end of the tube, the lamps on it being green and put on every one of those slightly heightened bits of the metal ends, not just the 2 pairs opposite each other it has now. The thin wires exchanged for something more elaborate and thicker, maybe the Plasma Rifle ones going all the way from the other parts of the body to this

 

- At each end of the Tesla Cannon part, the round bit from a Multiplas Rifle with those little knobs on it, the one it has right before its barrels

 

  • Since the ends of the Tesla Cannon bit are wider than the glowy middle part, I was thinking of putting those rods from the Mag Accelerator of a Plasma Rifle along it, just like how they’re placed around the end tube of a Plasma Rifle. At least along the parts where the glow isn’t

 

  • Maybe something in between the Tesla Cannon bit the end of the barrel, like another piece of Plasma Rifle maybe, would kind of like that massive, super glowy Tesla bit to be in the middle of the barrel

 

- If the corners from the square form of the first part of the main body are sticking out when putting the round Plasma Rifle and Tesla Cannon bodies together with it, maybe take the tube/rod from the side of the Plasma Defender, take off one end bit, angle it and put one from each corner of the square first part and running a bit up along the round parts to fill the corner gaps

 

- The end of the barrel consisting of the end bit of an Arc Welder, starting from the part with the glowing tube/rod, of course changed to a plasma green glow instead of blue. Right after the glowing part, 3 claws from a Plasma Caster should be mounted, to extend beyond the barrel. The 3 metal bits (I'll just call them tongs) holding the (now green) energy ball at the end should be re-arranged to form a triangular pattern to go between where the claws are placed, so if you see it from the front it's a circle of tong, claw, tong, claw etc. Will illustrate if unclear. Have also thought of exchanging the tongs for having mini version of the Smitty Special claws around the energy ball instead

 

  • Have thought of putting the end of the barrels of the FO3 Drone Cannon as part of this weapons’s barrel, and putting the Arc Welder and Plasma Caster claws at the end of that instead of the Drone Cannon’s mouth piece

 

  • The barrel end has to be much bigger than that of the actual Arc Welder though, and the opening in between the tongs should be that of the Plasma Defender

 

- Green luminescent iron sights like those of the 9mm or Hunting Rifle. I think scoping a plasma weapon is sort of pointless

 

- Those metal sticks that are at the end of a Plasma Pistol, and/or the 3 plasma tubes from a Multiplas Rifle spread out and running along the end part of the barrel up to before the tongs, and sending green lightning to the energy ball at the end like on a Plasma Pistol. All of this could maybe then be surrounded by the casing from the end of a Tesla Cannon prototype

 

  • I have thought of putting pieces from power armours on the weapon somewhere, namely those tubes from the back of the Fallout 3 Tesla Armor (it’s still in the game in NV it just isn’t placed anywhere so I don’t think there’s a legal issue)

 

  • Some nice glows and sci-fi looking bits might also be taken from FO3’s Mothership Zeta weapons, although they’d of course have to be retextured

 

- Loads of glowing and lighting up when firing, the Apocalypse Green from AG Supp Uniques is a good example

 

  • A radiation sign at least 1 place on the weapon

 

  • Use of metal bits from all sorts of weapons to make the bits sort of “fuse”/blend together more and give it a bulky and wholesome look

 

  • Techy equip/unequip sound like those of AG Supplementary Uniques mod’s energy weapons

 

  • Imposing new firing sound, would love to use the sound effects of C&C Tiberian Sun (which is now freeware to my knowledge)

 

  • The giant ball of plasma hitting with a small explosion and slight splash dmg like in C&C, also, setting targets on fire. Nothing too wild damage wise but enough that it racks up a bit if the target survives multiple hits

 

- In terms of a loading system, I'm not entirely sure. This thing will eat MASSIVE amounts of MFCs, and the loading system should reflect that. I have thought of having an LMG or Bozar magazine. Either putting a few wires and the green glowing square window of the Plasma Defender on the side of it, and electrical connector bits in the opening, to make it look like it's actually sort of a giant battery built with the casing of a normal magazine

 

  • Alternatively, having a more traditional semi-auto rifle system where since the weapon is so big, it's just fitted for MFCs instead of bullets, kind of like how the Apocalypse Green from the AG Supplementary Uniques mod is basically a giant laser LMG expending SEC batteries.

 

- An alternative loading system I have thought of is putting the loading system of a Tesla Cannon on the back of the body and loading a MFC into it instead of an ECP.

 

Stats & Effects

 

In terms of power, it should be the best weapon in the game in comparison to vanilla options, but not grossly overpowered either. It’s meant to be super late-game and for use on a powerful character playing on modded difficulty above standard Very Hard.

 

 

No Crit multiplier and a low critical bonus will balance the massive base dasmage, and mean this weapon doesn't reward luck

 

Obviously it would require max Energy Weapons skill and I’m thinking 8 or 9 STR.

 

The concept is a slow-firing but devastatingly damaging weapon with splash damage, a fire effect and I’m thinking radiation as well similar to Mobius’ giant robo scorpion. I know RAD doesn’t actually affect NPC’s, so was considering some slight poison damage instead to emulate the radiation damage. Or, maybe some stat debuffs like the unique OWB scientist gloves, to simulate the effects of RAD Poisoning.

 

For ammo use I’m thinking 5 MFC consumed per shot, with a 15 or 25 ammunition capacity

 

 

The Armour

 

The idea with the armour is to create a unique and awesome looking power armour meant for a survivalist character with technical knowledge traveling the most inhospitable areas of the wastes. Again, this is meant for a horribly mutated individual at who is more at home in a radioactive crater than on The Strip, and the armour should reflect that. As such it should be a combination of advanced technology and scrap, and it should be SCARY looking. Apart from protection, the armour is also meant to be sort of a reverse life support suit, feeding the user radiation and toxic materials and chems to empower him. This also means anyone but the intended user will likely die of radiation, poisoning or an overdose within minutes of activating the armour, so have fun stealing it.

 

General Outline:

  • Fusion of a power armour (thinking T-51b) and Bright Brotherhood Robe
  • Loads of leather and fabric put onto it, has to look like it’s made to withstand elements and hazards as well as enemy fire, should really scream wasteland wanderer
  • Tesla Armor bits and glowing parts
  • Radiation sign and extra armour plating welded or riveted on
  • Scary-looking helmet made from power helmet, Insectoid helmet from Dread Helmets mod and with Hazmat Darklight Cowl eyes and maybe mouth
  • Hazmat Cowl hood over helmet, maybe with green vials/tesla bits sticking out

 

Detailed Description & Specific Ideas:

 

  • I’m thinking of basing it in the T-51b, as I like how that is both power armour, but also has a bit of a scrappy, simple and very sturdy look to it

 

  • The main thing I want for my armour, is some fusion of a power armour and the Bright Brotherhood Robe which I really like the look of, and think is very fitting for a scavenging mutant with tech skills, since it’s basically a scribe robe but more wasteland-ish

 

  • I was thinking of using the top-layer collar/cowl of the robe on top of the chest piece, and mounting the belt and bottom part of the robe around the waist and going around the legs. Essentially I want it to look like the user is wearing the robe underneath the armour, like how some medieval armour has chainmail and/or fabric under the chest plate and going out from under it like a “skirt” or robe

 

  • The shoulders of the robe could stick out from under the inner shoulder plates of the armour and over the arm plates

 

  • The visible fabric between the armoured plates could be that of the inner layer of the robe

 

  • The armour should be 1 piece, like for example the Chinese stealth suit, as I’d like part of the helmet to be connected to the rest of the armour

 

  • A jar with a brain integrated into the armour, could possibly be lifted from the K9000 gun (is supposed to be a human brain though). This brain acts as the armours operating system, administering medicine and chems to the user like the Mk. 2 Stealth Suit, providing info, assisting in targeting etc. Communicates wirelessly with users Pipboy.

 

  • Pieces of rackety brown fabric sticking out from under the armour pieces, maybe use parts of the Hazmat Suit. This is as much meant to withstand the elements and keep functioning in a sand –or radstorm, as to catch bullets

 

  • Would love for the head to be somewhat like a mix of the Brown Insectoid Mask from the Dread Head Gear mod, the T-51b or T-45d helmet and the Hazmat Darklight Cowl. The helmet should be symmetrical in design though, unlike most of these helmets

 

I love how the Insectiod mask looks like it’s a metal helmet covered in leather, makes it seem like it’s meant to withstand the elements as well as enemy damage. I also love the tubes of green liquid is has on it.

I want it to have elements of a more traditional power armour helmet, again to give it that look of being put together from other gear. I like the many tubes and the form of the ones mentioned above. I’d like to have a centered head lamp like on the T51b model, and have whatever it is one the side of it removed. Like these helmets, this should have a centered breathing filter, with 2 smaller side ones possibly with tubes in them

I’d like to have the eyes from the Hazmat Darklight Cowl, I like how absolutely scary and soulless they make the wearer look. This armour has to be intimidating and give others a feeling that there’s something mysterious and not right with the wearer, that he’s almost more scavenging creature than human like the Ghost People

  • Puffs of green gas coming from the mouth like from Ghost People

 

  • Vials and tubes of green liquid in various places, maybe use tubes from K9000 gun

  • Helmet could also have some of the tubes on top of the head from the Enclave armour

 

  • Was thinking of putting the brown hood of the hooded Hazmat Cowl around the helmet, possibly with some of the green tubes at the back of the head sticking out. The hood is to make it look scary and more robe-like, and for protection against weather damage

 

  • Maybe use the breathing filter of the Hazmat Cowl for the center breathing filter

 

  • Would like to have green tubes of liquid going from deposits on the armor and into the mouth of the head, either middle or into the 2 smaller openings on the sides. The new look of League of Legend’s Urgot character is a good example of what I’m going for, just with the tubes coming from both sides instead of just the one

 

  • One of more metal radiation signs riveted onto the armour, either on the upper arms or 1 big on the chest, for both decoration and protection

 

  • Tesla bits on the shoulders, maybe even coils to drastically increase energy resistance like on the original FO1 Tesla armour. The coils from the Classic Energy Weapons mod’s Pulse Rifle might be used here

 

  • Tesla tubes from the FO3 Tesla Armour

 

  • Glowy bits in several places to make the armour look cool and illustrate that it holds a lot of power. The Sierra Power Armor No Bear and Heroes of the Cyberpunk Subgenres mods have some cool concepts and bits, and I imagine some could also be lifted from some energy weapons

 

  • Loads of tubes and wires, maybe lift some from some weapons or the Hellfire power armour

 

  • Tubes, spikes and extra armour plating lifted from the Metal Armor

 

  • The backpacks of heavy energy weapons or parts of them fused into the armour

 

  • Maybe some leather pieces, straps and spiked extra armour plating lifted from various raider armours

 

  • Shoulder plate lining or extra shoulder pads made from raider or leather armours, maybe look to the many various pieces from FO3 and its Pitt expansion

 

  • A bit of rust on the armour plating, maybe lift some textures from the Tribal power armor

 

  • The back-mounted canisters of the T-45d armour, made to look more like containers of radioactive material and/or toxins

 

  • Wiring and extra plating lifted from Recon Armor

 

  • Filters from Hazmat Suit put on arms and legs

 

  • Pouches, holsters and thick leather pieces strapped or riveted on in various places including belt, to protect from elements and hazards like fire and poison attacks, and contain various items. Could use bits from Armored Vault 13 Jumpsuit, Elite Riot Gear, Raider Iconoclast and Tribal power armor for example

 

Stats & Effects

 

This is also a piece of super-late game gear meant for enhanced difficulty. Am thinking 35 DT in totalt, equivalent to a 28 body piece and 7 helmet, only 1 above what's obtainable in the base game. However, I'd like it to offer:

50 resistance to both fire and poison damage

25 energy resistance

+2 STR

+1 END

+1 PER

+15 AP

 

Automatically use Stimpaks and Med-X like the Stealth Suit Mk. 2

 

Furthermore, I'd like it to irradiate the user at +1 RAD per second. Empowering to a mutant, deadly to any would-be thieves

 

If possible, I'd think it was absolutely awesome if it allowed the use of an atomic AoE effect similar to Glowing Ones or that perk from FO3 that made an explosion around you if you dropped to a certain % HP. Maybe make it work like that perk did
