Flickering water and audio glitches galore....

So I've not played Skyrim in a while, got a new graphics card recently and and did a fresh install and I'm getting these weird audio, shading and water glitches. My monitor is only at 60hz, so I can discount the frame rate being too high, It's been automatically optimized for my new card too, so I don't know what the problem is. By contrast Skyrim Special Edition works fine, but I want to play the original for some mods this game doesn't have yet, I also tried turning all mods off but still have the same issues.

Any help will be appreciated.
