cyclic interaction between realistic water and immersive citizens skyrim sse

Some of my mods have group since the latest vortex update, and originally my mod won't have cyclic interaction,

one of the cyclic interaction happen between emberHD and Realistic water, and the other is said in the title
i tried to change their group in the LOOT and it didn't work, so now i can't sort my mod because of two mod that don't even have conflict.

EDIT:Fixed after reinstalling
