Is this normal?

Played caravan with the guy hiding in Goodsprings (cant remember name) until he was down to 12 caps then saved and went to bed. When I started the game and loaded the save he had 54caps again. So I decided to test this and saved with him at 36 caps and loaded without exiting the game and he still had 36caps. I then closed the game and loaded the same save and he had 54 caps again. So basically closing the game resets his caps but not loading? How is this possible and is it normal for NV? I do have mods but don't see how any of them could be related unless it has something to do with crash on exit.

New discovery. If I load the same save a second time after starting the game it reverts back to 36 caps. So it only resets to the npc's max on the first load. Very strange but at least I now have a workaround so I'm not forced to exploit this under certain circumstances.

Please see the 'Fourth Rule: Reloading "save game" files' entry in the 'First Timer Advice' section of the wiki "FNV General Mod Use Advice" article. This is a classic example of why that advice is needed.

So the answer to your question is: "Yes, it's behaving normally. Perhaps not as you expect, but normal for the game."

Thanks for the tip on saves but that apparently is not the issue. I found the following line in the description of a caravan mod.

"On first re-load of save game where the merchant is in the same cell as the player, it seems to reset their caps. But a second load puts the caps back at normal."

I have never installed the mod I found this statement in but I tested this and sure enough if I save outside Ringo's caps do not reset like they would if I saved in the same cell he is in. I also found several mentions of people on console versions doing this to reset vendor inventory. So it looks like and old bug that was never fixed or reintroduced in some mod I have installed.
