simple

Fallout 4 came 4 years after Skyrim , has inspired more mods , and most followers in Skyrim aren't voiced at all

in fact , there are really only a handful of voiced follower mods in Skyrim (I'll be surprised if there are 20 of these)

also , I would guess that the follower system of Fallout 4 doesn't really inspire users to create followers , especially if you want to add new voice lines and all (having a voiced protagonist also doesn't help with anything regarding new dialog)

I don't know what bothers you on this account

Skyrim gets a new follower mod on a daily basis (sometimes several mods a day) , and these are basically a new NPC with a unique look and the basic follower package thrown on top

do you want Fallout 4 to get the same? considering the fact that Fallout 4 actually has some of the more interesting follower mods (like Beastmaster) , I don't think there is really a lack of options in Fallout 4

but just look at the amount of mods on each site , and the rate in which they are added , and it should give you some perspective (and you can look at Fallout 3 and Oblivion for a similar comparison , and see how different the games are in terms of the modding community)

1) As already said, custom voiced followers are also rar in Skyrim.

2) Learning how to make a Fallout 4 companion can be overwhelming at the beginning. As beginner, you die then you see in how many quests a companion like Piper has her toes and somewhere you need to start, to learn from. But later, you can smile about those times^^.

3) Finding companions is harder for Fallout 4, then for Skyrim because companion presets got packed together with companion mods. The companion mods practically drown in them. Hope that changes 1 day.*

4) As by any other mod category, I am sure we see there more mods in some years. Things need time.

Edit: *And no, I have nothing against companion presets. I have just the opinion that they should not be in the same category.

Skyrim seems to have more mod authors to crank out daily anime-like followers. The number of truly advanced companions in Skyrim can be counted on two six-finger hands.

Fallout 4 definitely needs more companion mods. I like to couple Heather Casdin with R4-04 or Audrey of the Tales from the Commonwealth Mod. Together they offer more dialogue that the vanilla companions.

Fallout 4 can handle more followers than Skyrim. I should know because I have pushed the limit on both games. My record amount of followers at one time in Fallout 4 is 82. Yes... you can have that many followers because of mods. :)

Fallout can maybe handle more followers as Skyrim, but I have my doubts that everything works how it should, by using a framework like that and/or so many followers.

That answer can be amended to add that besides Heather Casdin and the companions from Tales from the Commonwealth, there are also some very worthwhile companions from the mods Outcasts and Remnants and Project Valkyrie. Ellen the Cartographer should also get some mention.

Although I have yet to try it, there is also a new advanced companion mod called I'm Darlene.

Wish there was a separate Nexus category for Advanced Companions. That would help players know what was truly worthwhile in terms of companions vs minimally functioning followers.

I agree with Moksha8088 on this, OAR and PV have excellent followers. I have a save game with seven followers and not using any follower mod. One standard slot (be it Piper, Cait, Ivy, Blood Rose or someone else), Heather and then Valkyrie, Fiona, Sarah, Synth Nora, Synth Glory (from OAR/PV).

Haven't tested with more, the "combat" AI in FO4 goes a bit pear shaped with those seven.....

IMHO the best follower over all is Heather, but the OAR/PV ones is not far behind......

Actually FO4 can handle as many followers as your computer processor can handle. I have tested this out thoroughly with "Unlimited Companion Framework" by expired6978, and I was able to have a playable game at 82 followers. I only had that many followers to see if expired6978's claim was true, and it was. I may not have mentioned it in the video but the lag I had in the video was actually caused by the video rendering app I was using. The game was actually very playable while not rendering. I'm still waiting to see if someone will break my record. Here is my video to prove it==>
