LE Whiterun Restoration

Now I know what im gonna say can be done with the console but I have a request. For some strange reason, a bug occured in my game and now almost everyone in whiterun is gone. The blacksmith is locked so are the stables and hardly anyone walks around anymore. guards arent in there usual positions and whiterun feels like a ghost town. all the npcs who used to roam or gone..... it might have been caused by civil unrest warzones mod because it occured when i got that mod. any way, can someone make a small mod that restores whiterun, like it respawns all the npcs and if one npcs is already there, it just leaves them. or if anyone has a suggestion on how i can fix this, please tell me. thanks. sorry if this is wrong section.

but the problem is i dont knwo all the names of who is missing and it would take tons of time to get whiterun back to normal. like i spawned ulfberth war bear and his wife but he still says his wife is dead and the shop is locked all the time. it wont work that way :(
