Can't send companions to specific settlements,

Hey,

So I just reinstalled the game and decided to go for another run, installed mods and my problem is that I can't send companions to specific settlements, meaning the window to choose where you want to send them doesn't show up, they all get automatically sent to the Red Rocked Settlement.

I'm still early in the game, so I'm sure it's not because the settlements are full, also I'm not using the "Welcome to Goodneighbor" mod, since I know that used to cause this problem.
