Long Load Times in Skyrim [Fix]

I just want to say that i feel all of the pain. I have terribly long loading screens most of the time between 2-5 mins and its terrible, but i just installed open cities and it really cut down on loading screen time, but the only time feel it is when im going into a large world space spereate from skyrims, (WhiterunOC --> Dragonsreach) but even then its cutting load time in half for me. Im not sure what mod i would need to uncap my fps which bounces between 10-13 fps occasionally dropping to 9 ( I suffer for my beautiful ENB XD) but i recommend Open Cites

Thanks to Bethesda Tech Support, I was able to resolve the issue I had with a never ending load screen. This fixed it for me.


Completely exit the Steam client.
Open the run dialogue by pressing the windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Delete Skyrim.ini and bin My Documents\My Games\Skyrim
Delete the Skyrim folder located at C:\Users\<username>\AppData\Local\
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam) by right-clicking on the Steam.exe and selecting “Run as Administrator”.
From the Library section, right-click on the game and select Properties from the menu.
Select the Local files tab and click the Verify integrity of game cache... button.
Steam will verify the game's files - this process may take several minutes.
Once the process is completed, the Check Window will automatically exit.

This will refresh Steam's cache and files, the game specific configuration, and any stored plugin information that was confusing the game upon launch. After all of this, the game should pull up as normal.

I noticed that all you have to do is Verify Integrity of game cache, now my load times are nice and fast again

 

EDIT: I noticed my option is very temporary, and for me it never lasted longer than a day. So you have to do this frequently

Also what is 'binning'? Or better yet: How do you 'bin' My Documents\My Games\Skyrim?

Well, I found this thread and have got much better response so far by disabling my fps limit when transitioning between areas. But it totally sucks when you have to do this because if I leave it disabled my graphics card gets very noisy. And as I can't tell the difference between 20fps and 60fps (especially not in the loading screens and definitely not in the blank ones when you enter a house...) I'd rather my graphics card was understressed.

A quick fix for capped frame rates

 

on skyrimpref.ini

under [interface]

put this line

 

uTicksToWait=64

 

it will half the loading screen fps (to about 15fps) but you will get your load times back

Doesn't seem to do much for me.

 

Currently I have my fps set to 30 for skyrim and the load times are much much better (~15s compared to over a minute at 20fps). I've tried the 'no smoke' mod from nexus but that seems to have no effect.
