SSE Mod to make the White Phial repair quest independent of Throat of the World

I really hate how obtaining the white phial (Repairing the Phial) is denied unless you complete the Throat of the World. It forces you to do the main quest even if your characters don't want anything to do with this dragonborn nonsense.

It would be awesome if anyone made a mod fixing this by keeping only the few days passing requirement and not progressing the main quest.
